California has the largest commercial poker ecosystem in the United States, built on a unique two-track legal structure dating back to the 1872 Penal Code: state-licensed commercial card rooms (which can spread player-banked games like poker) operate alongside tribal casinos (which are permitted to run full house-banked games under federal compacts).

A structural quirk follows from that. California card rooms cannot rake by percentage — instead they charge a flat per-hand "drop" fee, typically $5-$10 per hand depending on stake.
