Ohio legalized commercial casino gambling in 2009 via voter approval of constitutional Amendment Issue 3, which authorized one casino in each of the state's four largest cities — Cleveland, Cincinnati, Columbus, and Toledo. The first venues opened in May 2012, beginning with the Cleveland property.

The four authorized commercial casinos are JACK Cleveland Casino (originally Horseshoe Cleveland; rebranded JACK in May 2016 after Dan Gilbert's group bought out Caesars' stake, and still operating as JACK as of 2025), Hard Rock Casino Cincinnati (originally Horseshoe Cincinnati 2013 → JACK Cincinnati 2016 → Hard Rock with the official rebrand grand-opening on October 29, 2021, following Hard Rock International's 2019 acquisition), Hollywood Casino Columbus, and Hollywood Casino Toledo. The Cincinnati property's three-name history is the messiest stretch of Ohio's casino brand timeline; the Cleveland and Toledo brands have stayed put.

JACK Cleveland is the dominant poker market in Ohio — the room operates 28 live poker tables and has historically hosted WSOP Circuit events. Hollywood Columbus runs a 34-table room, and Hard Rock Cincinnati operates a 31-table WSOP-branded room. Hollywood Toledo runs a smaller daily cash and tournament schedule.

Importantly, Ohio also licenses seven racinos (racetracks with video lottery terminals) — but racinos do NOT spread live poker. Live poker in Ohio is restricted to the four commercial casino properties named above.

Online poker is NOT currently legal in Ohio. The state authorized online sports betting in 2023, but online casino games and online poker have not been authorized.
